Founded by the CEO's of Leading Cities and Lexden Capital, along with smart cities veteran, Jennifer James, our mission is to help communities implement impactful projects – faster, smarter and more cost effectively. We leverage innovative business models and best in class solutions and expertise to structure projects to attract private sector capital – so they pay for themselves through cost savings or new revenue streams.

Michael Lake
Michael oversees city and innovation ecosystem engagement for LC3. He brings over 25 years of experience spanning government, business, academia, and nonprofits to this role. As President & CEO of Leading Cities, he built one of the world’s largest smart and resilient city accelerators, and previously held senior roles with the White House, the Governor of Massachusetts, and global philanthropic organizations. A recognized thought leader and frequent keynote speaker, Michael is trusted worldwide for fostering transformative partnerships that help cities achieve sustainable, resilient, and inclusive growth.
Co-founder & Managing Director
David Soares
David oversees the structuring and financing of LC3 projects, bringing over 30 years of experience in project investment and finance. As President and CEO of Lexden Capital, he has led more than $3 billion in real estate and infrastructure financing through equity, debt, and innovative capital structures. Since 2010, David has focused on sustainable infrastructure, including solar energy, LED retrofits, waste management, microgrids, and grid resiliency solutions. He previously chaired the Finance Committee of the Smart Cities Council, helping cities understand Public-Private Partnerships and engage with leading capital providers.

Jennifer James
Jennifer leads LC3’s community partnerships, project development, and day-to-day operations. She brings more than 25 years of experience helping cities and utilities harness technology and innovation to build smarter, more resilient, and equitable communities. Her leadership spans roles at Black & Veatch, Smart Cities Council, and two AI energy startups, where she drove strategy, innovation, stakeholder engagement and market growth. Jennifer also serves on the Board of Directors of Leading Cities, advancing global collaboration on urban innovation.
